- When selling alcohol on licensed premises, the sale must be authorised generally or specifically by a personal licence holder. The designated premises manager must possess a personal licence. In many premises, other members of staff also attain personal licences so that they can also authorise sales, conduct staff training, and as a matter of general best practice.

Personal Licence renewals and requirement to undertake refresher training
Personal licence holders whose licences are due to be renewed are also required to provide evidence that they have undertaken a five year refresher training course. The renewal application and the refresher training requirement are separate processes, but the Scottish Government has issued guidance recommending that licence holders should combine these processes.
The guidance recommends that personal licence holders applying for renewal of their licences should complete a refresher training course before they make their renewal application.
This means that a personal licence holder can apply for renewal of their licence, and meet the statutory requirement to submit evidence of five year refresher training at the same time, by using one certificate. The need for two separate procedures is therefore avoided.
The Licensing Board would encourage personal licence holders to follow the recommendations in the and to provide evidence of refresher training with their renewal applications.
