Communal bin review

Phase 6 Consultation

Phase 6 of the Communal Bin Review (CBR) includes the New Town, West End and other areas within the World Heritage Site (Note: The Old Town sits within Phase 5 and underwent engagement in May 2024).

At the Transport and Environment Committee (TEC) meeting in November 2023, proposals for a service change in around 45 streets were approved. The 2,700 properties in those streets would change their service to the gull proof sack service subject to engagement with residents. The report also noted that 2,300 properties currently in receipt of the gull proof sack service would retain that service. Similarly, the 787 properties using the kerbside service would also remain unchanged. The 3,000 properties currently on the communal bin service had engagement on potential service changes.

Initial proposals - February 2025

The CBR team worked closely with the Neighbourhood Environmental Services (NES) team and colleagues in Operations to identify the most suitable waste management option for collecting waste and recycling on a street-by-street basis. Consultation

A consultation period took place from February 21 – April 4, which included a survey hosted online by the consultation hub. Prior to this we sent letters to around 9,000 properties to let them know about the proposals and consultation.

Public information sessions were held in February and March where residents could get information about the proposals as well as find out how to submit feedback for the consultation.

Update from June 2025 Transport and Environment Committee

At Transport and Environment Committee in June 2025, there were several decisions made which impact the plans and timeline for Phase 6 along with introducing a different design for bin hubs.

Phase 6 additional consultation

Most streets in Phase 6 will see plans progressing to either refresh their gull proof sack service in the coming months or to introduce communal bin hubs in 2026. The following 7 streets will see further consultation on proposals to change their waste and recycling service:

  3. Royal Terrace Mews
  4. Drumsheugh Gardens
  5. Eglinton Crescent
  6. Lennox Street
  7. Royal Circus (North)

Details of the additional consultation will be confirmed in the coming weeks.

For properties with the gull proof sack service who are retaining it, we are in the process of procuring more sacks and will be back in touch with residents when we are able to distribute these.

For properties on the communal service, we are currently updating the plans. These will consider the changes to bin hub design which were agreed at Transport and Environment Committee. We will write to all properties when plans are available online for comment.
