Disabled person's parking places

Qualifying person - who can apply

A qualifying person is someone who does not have the opportunity to park off road, either in a driveway or a garage, and wishes to request a disabled person parking places outside their home. The qualifying person is someone who

  • holds a Blue Badge which is valid for at least 6 months from the date of application.
  • whose address is the same as the registered address of the vehicle associated with the application.
  • makes the request from their permanent home address.
  • does not already have accessible off-street parking.

To apply you will need to provide

  • a copy of your V5 or your Motability agreement
  • a copy of your Council Tax bill

If your Blue Badge expires within 6 months of the date of application, the Council may not progress the application until a new Blue Badge has been issued. In such circumstances you should reapply once you have been reissued with a new Blue Badge.

When we are satisfied the applicant qualifies for a Disabled Persons Parking Place, we will discuss the location of the bay with the customer to find the most suitable site. It will only become enforceable when a Traffic Regulation Order (TRO) is made and finalised.  If we do not have the power to make a Traffic Regulation Order or there are other reasons for not proceeding, we will explain this to the applicant. 

A TRO is required to ensure the Disabled Persons Parking Place is only available to those who hold a valid Blue Badge and can be enforced if a non-Blue Badge holder uses the space.
