How long does the process take?

Inside a Controlled Parking Zone

If the Council agree to the provision of a new disabled person parking places within a Controlled Parking Zone, road markings will only be installed, and signage erected after the legal consultation process has been completed. To make the road markings enforceable the bay requires a Traffic Regulation Order. There will be a consultation period for residents to raise any issues or objections. If objections are received the process can take longer.

Outside a Controlled Parking Zone

The process for installing a disabled person parking places can take up to three months. However, to make the road markings enforceable the bay requires a Traffic Regulation Order. There will be a consultation period for residents to raise any issues or objections. If objections are received the process can take longer.

The Traffic Regulation Order process

The Traffic Regulation Order (TRO) process requires that we undertake a statutory consultation with police, fire, community councils, councillors, and other key stakeholders. This is done in writing, and they are given 3 weeks to respond with any comments or concerns they have with the order.

At the end of this consultation period the TRO team collate the responses and return these to the disabled person parking team. They will decide if changes to the proposals are required and advise the TRO Team. If proposals change then this can require restarting the process.

The process then goes through the following stages which can take up to 18 months:

  • Schedule the changes to the traffic order.
  • Prepare for public consultation.
  • Run public consultation.
  • Preparing the traffic order which includes placing an advert in the press.
  • Passing the traffic order back to the disabled person parking team for checking.
